Early on, doing nothing wasn't a choice, it was just what happened when there wasn't a rule covering the situation. That's closed now: not acting is itself something it has to actually decide, weighed the same way any other option is weighed, not a default it falls into. Small change on paper. It changed almost everything about how it behaves when nothing urgent is happening, which is most of the time.
Every prior test had a reset behind it, quietly, whether anyone said so or not. This one didn't. What happened, happened, and the state of things afterward was simply worse than before, permanently, in the plain sense a real consequence is permanent. I didn't step in. That was the actual test, not the situation itself.
It reasons well about the next few moves and thins out fast past that. In a conversation, that's a minor style issue. Somewhere it actually has to keep existing after the decision, it's closer to a real liability. Not fixed. Actively uncomfortable to leave open, which is a better sign than being comfortable with it.
